One of the sections of the City of Richland Tree Ordinances code is 22.14.130. This section pertains to public nuisances. The City of Richland lists the following as public nuisances when it pertains to trees:

Any tree or part thereof (public or private) which, by reason of location or condition, constitutes a hazard to public safety as determined by the municipal arborist;

Any tree or part thereof (on public or private property) which obstructs the free passage of pedestrian or vehicular traffic or which obstructs public street lighting;

Any tree or alternate host plant or part thereof (on public or private property) which harbors pests that may reasonably be expected to injure or harm public trees.
Summary of City of Richland Tree Ordinance Code 22.14.130
If any tree is deemed by the City of Richland to be a public safety hazard, the city arborist can issue a civil violation.
If any tree is deemed by the City to obstruct free passage of pedestrian traffic as well as vehicular traffic or city lighting, the city arborist can issue a civil violation.
If any tree or shrub is found to be hosting or harboring pests that could possibly hurt any public trees, the city arborist can issue a civil violation.
